45 Ha of reclaimed land

GSEZ Mineral Port Multi-users– Gabon

Project for the creation of a new mineral port located in Owendo, Gabon. The project comprises of a zone of 45 HA reclaimed on the sea. It has a storage capacity of 10 million tons in phase 2. It also contains 3km of private railway line, handling equipment for minerals, and a quay of 170m. The total project cost is $150 million, the project commenced in September 2014 and the port has been operational since December 2016.


ACIS was engaged on the following for the project:

  1. Drafting of the business model as well as the detailed business plan. 
  2. Preliminary project definition:

  • Definition of physical boundaries
  • Type of construction of the quay, as well as of the adjoining storage yard
  • Length of the berths, dimensions and positioning of the cargo storage zones


The preliminary project definition was done in coordination with international consultants such as EGIS and Royal Haskoning. 

  1. Follow up and coordination of initial studies: geotechnical studies, environmental impact studies and hydro-sedimentary studies.
  2. Drafting of the initial concession agreement, and review of the final agreement prior to signature.
  3.  Choice and specification of equipment requirements:

  • 6 X cranes with grab buckets
  • 6 X dumper trucks
  • 2 X barges of 2,100 ton capacity each
  • 3 X locomotives
  • 90 X wagons


  1. Implementation of recruitment of the top level of management for the civil engineering phase, as well as for the operating phase.
  2. Start-up of initial railway, storage, and vessel loading operations.

GSEZ General Cargo Port – Gabon

Project for the creation of a new multipurpose port located in Owendo, Gabon. In phase one, the project includes a quay of 420m, 12 HA of yard, capacity for the storage of 10,000 tons of grain storage as well as 8,000 tons of palm oil, and a containers terminal comprising 6HA of yard with an annual capacity of 200,000 TEUs. The total project cost is $285 million, the project commenced in September 2014 and the port will be operational in June 2017. 


ACIS was engaged as a consultant on the following for the project:

  1. Drafting of the business model as well as the detailed business plan,
  2. Preliminary project definition:  

  • Defining the physical boundaries of the port.
  • Type of construction required for the quay as well as the adjoining yard.
  • Length of berths, dimensions and positioning of cargo storage zones.
  • Dimensions and positioning of grain silos, storage tanks for palm oil, administrative buildings and workshops. 


The preliminary project definition was done in coordination with international consultants such as EGIS and Royal Haskonings.

  • 2 X multipurpose panamax quayside gantry cranes (QCs)
  • 4 X rubber tyre gantry cranes (RTGs)
  • 2 X harbour mobile cranes
  • 2 X suction cranes for grain handling (Vigan)

  1. Choice of Terminal Operating Software.
  2. Implementation of recruitment of the top level of management for the civil engineering phase, as well as for the operating phase.

Liberia - Mining Sector

ACIS acts as a consultant for the mining sector. We have been working on logistic solutions for the iron mining sector.


  1. General scoping of solutions for corridors between mining areas and ports.
  2. Ports assessment for ore export, solutions and comparaison: Monrovia, Buchanan, Roberstport.
  3. Cost studies and comparaisons for logistic solutions: rail, road/barges
  4. Phasing for logistics and ore extraction, using various scheme like barging, rail, road, general cargo and bulk operations in ports.

OPRAG (Offices des Ports et Rades du Gabon) - Gabon

ACIS acts as a consultant to the Port Authority of Gabon. The following consultancy reports and services have been requested by, and delivered to OPRAG:

  1. Study on the tarif system for the container terminal of Owendo, 
  2. Report on the liberalisation of transport services within the Port of Owendo,
  3. Study on the existing port concessions given out by the Port Authority,
  4. Scoping and implementation of an application for planning and information regarding the berthing of vessels,
  5. Development of an application for the management of land owned by the Port Authority.

Domain Management System

ACIS has developed an in-house application for the management of Port domain.

  2. Reporting for Port Domain, free land, occupation, contract type, etc... in pdf or excel.
  3. Contract management, intuitive interface

SCTP – Port of Banana – DR Congo

ACIS was engaged by SCTP (Société Congolaise de Transport et Port) to formulate a development plan for the port platform located in Banana, at the meeting point of the Congo River and the Atlantic Ocean. 

The development plan consisted of:

  1. Extension of the existing port platform,
  2. Target new commercial activities for the port,
  3. Recommendations on the type of equipment to be positioned there,
  4. Target clients that can generate revenues for the port.

Engineering

  • Repair work on your cranes or port equipments,
  • Crane modification (railspan change, height increase, boom length, etc...)
  • Mobilisation of STS from site A to site B.
  • Performance optimisation, with upgrading of control/command systems, PLCs, Drives,
  • Equipment purchase, taking into account the customer restriction in terms of budget, performance, safety norms... 
  • Periodic inspections at crane manufacturers site during erection of your equipments,
  • Delivery of your equipments according to schedule,
  • Comissionning and startup of equipments onsite,
  • Spare parts planning, stock,
  • Training of Technicians and Engineers for maintenance
